Secondary voltage and reactive power regulation systems for generation sources

ARNE SYSTEMS

The Electric Power Supply Regulation (ARNE) systems and Automatic Regulation of the Transformer Station (ARST) systems are designed to automatically operate the power generation node in terms of voltage regulation on the busbars of the HV switchgear and the reactive power management. These systems must simultaneously meet several regulation criteria, such as: maintaining the voltage at individual points of the generation node, controlling the flow of active and reactive power as well as regulating the reactive power balance of an industrial plant with the transmission network.

This is done by controlling the generation and distribution of reactive power in the node to ensure proper parameters of the electricity generated in the power plant and supplied to the system.

In addition, ARNE systems include regulation of phase shifters located in the power plant.Phase shifters in ARNE systems are used to control the flow of active power.

 The above objectives are achieved by the ARNE system through using the regulation capabilities of all regulation devices and systems available within the considered node, such as:

  • power plant generators
  • transformers coupling busbar systems of HV switching stations
  • unit transformers with ratio adjustment under load
  • phase shifters

 

URST SYSTEMS

The Institute of Power Engineering – Research Institute, Gdańsk Division has been developing and implementing URST automatic voltage and reactive power regulation systems for wind and PV farms for over ten years.

URST systems, classified as secondary regulation systems, are responsible for the implementation of tasks related to the regulation of reactive power, power factor and voltage in accordance with the static characteristics at the point of connection of the wind farm to the power system.

The process performed by these systems includes wind turbines or PV panels (via their dedicated control systems) and farm-owned static reactive power sources such as capacitor banks or constant or variable power reactors (equipped with tap changers).

In addition, the URST system covers the regulation of transformers equipped with on-load tap changers in order to maintain appropriate voltage levels in the farm's internal network.It ensures coordination of voltage regulation with the regulation of the current value at the farm's connection point to the power system.

Hierarchical URST systems are implemented for large facilities consisting of many wind or PV farms and user stations operating at several voltage levels.The master URST controller coordinates regulation carried out by local URST controllers for individual farms so as to meet the requirements of the TSO or DSO at the point of connection of the whole installation to the power system.

In most cases, URST systems are fully integrated with SCADA in the farm's user stations in terms of data acquisition, control and visualisation. It is also possible to implement a system based on URST's own metering network, control circuits, communication channels and operator terminals.

The URST system is ready for implementation of additional functions that go beyond voltage and reactive power regulation, if the adopted hardware and software solutions allow it.

URST systems, where required, cooperate with their superior ARST or ARST/ARNE regulation systems installed in the extra high voltage stations. In such cases, farms that generate reactive power determined by the ARST or ARST/ARNE system actively participate in the regulation of voltages in the National Power System on principles similar to those of ARNE systems in power plants.

The systems are implemented using logic controllers dedicated to the power industry that meet the industry-specific electrical and communication requirements. The Institute provides support for the system throughout the entire life cycle of the farm. It is possible to change or expand the hardware and software of the system at a later stage.
